JOB TITLE: SPECIALIST, SUPPLY CHAIN PROCUREMENT, ROA ORG UNIT NAME: SHARED SERVICES LOCATION: SINGAPORE JOB PURPOSE The position is responsible for the internal category within the Regional Procurement of Logistics Services (Marine Hub, Storage (Polymer/Chemical), Air/Sea/Land Freight, 3PL/4PL, Documentation, and Contractors) for Polymer, Chemical, Agri-Nutrients, Polyurethane, and Specialty products. Rest of Asia (ROA) Regional geography include Southeast Asia, Northeast Asia exclude China, Oceania and Indian Subcontinent with growth aspirations. JOB RESPONSIBILITIES Execute the Regional Supply Chain Procurement Strategy for ROA through collaboration with stakeholders in order to capture maximum value and synergies Provide consultancy to stakeholders in developing and refining their Scope of Work to the best practice in market, thus resulting in a positive impact to overall SABIC bottom line Work with stakeholders to standardize and simplify their Standard Operating Procedure (SOP) for the vendors Challenge existing business concepts that are under Sole or Single source Develop a thorough understanding of the business needs and act with sense-of-urgency Manage change management through influence, knowledge and internal cross-functional teams within the business and function Develop and maintain Business Continuity program on critical services to minimize the disruption to SABIC operation Coordinate internal needs with external market and suppliers for rapid response in a dynamic market Enable and champion a do-it-right-the-first-time frame of business – lead by example regarding compliance to legislation, standards and company requirements Manage and ensure compliance in all aspects of the procurement process with knowledge sharing to stakeholders Minimize overall Supply Chain Risks through conformance with Procurement Policy; upholding EHSS standard and code of ethics with Supply Chain service providers and business partners Manage supplier performance with stakeholders; segment supplier base and routinely schedule and review suppliers’ KPI performance to ensure expectations are met and value is attained Coordinate all activity with legal and Global/Regional Procurement teams to ensure robust strategies, contracts, KPI’s and continuous Improvement initiatives are in place and functional for Supply Chain Support the Tender by working with stakeholders in generating the realistic and stretch Target Rate Identify Value Creation opportunities beyond the procurement category Assist the stakeholders to resolve the invoice rate dispute with the vendor Collaborate with external category peer to develop improvement plan for vendors Resolve the non-fulfillment services and contract dispute with the vendor to honor their contractual obligation Assist with special projects as assigned or requested. JOB REQUIREMENTS Degree in Supply Chain Management, Business Administration, Finance, Engineering (preferably Chemical, Industrial or Mechanical), Industrial Management or Economics or equivalent industry experience in Procurement and Supply Chain Logistics. Minimum of 12 years’ experience in supply chain related roles, with a minimum of 9 years’ procurement experience in procurement of logistics services, supply chain management, or similar areas within Asia Proficient in SAP and Ariba will be an advantage Effective negotiation skills Excellent interpersonal skills Strong level of quantitative, analytical and conceptual skills Strong critical thinking and decision quality
