Enterprise Sourcing and Procurement The Enterprise Sourcing & Procurement (ESP) team of the Corporate Administration & Infrastructure Department (CAID) provides strategic advice and supports GIC’s procurement needs that ensure compliance and maximise cost without compromising quality. What impact can you make in this role? You will be empowered to deliver real tangible value and savings through strategic sourcing, so GIC can use its joint purchasing power to extract the best possible value from the marketplace. You will also help to ensure that GIC sources its goods and services from vendors and service providers with responsible and sustainable business practices to safeguard GIC’s reputation . We are looking for a Procurement Specialist who will operate the procurement and vendor resource augmentation functions to support GIC business and operational needs. The Procurement Specialist provides procurement process guidance, sourcing strategy, negotiation strategy, vendor augmentation resourcing, vendor relationship management, contract finalization and management guidance which adheres to GIC policies and guidelines. The Procurement Specialist should ideally have IT-related background with work experience in operation, procurement, vendor augmentation resourcing, and vendor management. The Procurement Specialist is detail-oriented, meticulous and has good communication skills to liaise with stakeholders and vendors. The incumbent should also possesses good organisation skills to maintain vendor contract records and databases. What will you do as a Procurement Specialist? Procurement Operations Perform end-to-end procurement operations by working closely with stakeholders and vendors Support stakeholders on all procurement matters which includes development of procurement documents, tender matters including tender construction and evaluation approaches/options, procurement award and contract matters Administer tender opening, closing and issuance of addendums Prepare, propose and guide stakeholders on commercial negotiation strategies with vendors Propose enhancements to the procurement framework for continuous improvement Prepare monthly procurement reports to management Vendor Augmentation Resourcing Perform vendor augmentation resourcing operations by working closely with stakeholders and vendors Support stakeholders on all vendor augmentation resourcing matters Facilitate on-boarding and off-boarding of vendor resources Manage vendor augmentation resources in meeting performance, SLAs and KPIs Prepare monthly vendor augmentation resourcing reports to management Finance Operations Guide stakeholders in purchase requisition, goods receipt, and accrual governance, policies and guidelines Assist in operational risk self-assessments controls accuracy Facilitate due diligence on vendor risk management Support stakeholders in audit responses to auditor Compliance Reporting Guide stakeholders on compliance to procurement governance, policies and guidelines and report non-compliance accordingly Report operational risk incidents What qualification or skills should you possess in this role? At least 7 years of relevant experience in IT procurement and IT vendor augmentation resourcing management Degree in Computer Science/Information Technology, or business and finance or equivalent Strong skills in project and relationship management Familiarity and experience in category management, procurement and sourcing, contract and commercial negotiation, as well as financial and contract management Excellent in change management, risk management, and vendor management Exceptional communication and analytical skills Strong writing skills and service/process improvement abilities High technology aptitude, result oriented and a strong team player Work at the Point of Impact We need to be forward-looking to attract the right people to help us become the Leading Global Long-term Investor.
